How to Get a Wyoming Resale Certificate

Wyoming is a popular state for business formations. If you’re planning to purchase goods in Wyoming with the express purpose of reselling them, understanding how to get a resale certificate is essential.
A Wyoming resale certificate, also called a reseller license, can save your business from having to pay additional taxes, ensures compliance with state tax laws, and allows you to operate efficiently as a wholesaler within the state.
What is a Resale Certificate in Wyoming?
A Wyoming resale certificate is a form that allows businesses to purchase goods tax-free if those goods are intended for resale. It lets suppliers know that you don’t need to pay sales tax on purchases because the buyer (the end consumer) will eventually pay it when they buy from you. You’ll get one when you first form your Wyoming business or begin buying goods to resell.
Difference between an EIN, resale certificate, and sales tax permit
There are many types of business licenses and permits a business may need to stay in compliance. While we’re only focusing on resale certificates in this blog, let’s clarify the differences between some common terms often confused with a Wyoming resale certificate.
- Wyoming Sales Tax Permit – lets your business collect and remit sales tax.
- Wyoming resale certificate – lets your business buy products tax-free that you intend to resell.
- EIN (Employer Identification Number) – used like a Social Security number for your business’s taxes.
There is also a Wyoming Sales & Use Tax License. This is used for collecting sales and use tax, and you’ll still need to apply for one in order to fill out the resale certificate.

Steps to Applying for a Wyoming Resale Certificate
Applying for sales tax exemption in Wyoming is a three-step process. In Wyoming, you’ll fill out a generic tax exemption form called the Streamlined Sales Tax Certificate of Exemption. The good thing about this generic form is that it works for many states, like Nevada and Washington (though those states will have different steps to applying for one).
Step 1. Register an online Wyoming Internet Filing System account
Before your business can begin applying for licenses and permits in Wyoming, you’ll need to go digital. Start by registering an account through Wyoming’s Internet Filing System. You’ll use this account to fill out and file state documents.
Step 2. Apply for Wyoming Sales & Use Tax License
Once your online filing account is approved, you can move on to filing the Wyoming Sales/Use Tax License Application, which will cost $60. A PDF of this form is available online, but you’ll fill this out from your online filing account.
When filling out the Wyoming Sales/Use Tax License Application, you’ll need to include key information about yourself and your company, including:
- The name of your business and the entity type
- The date of your first sale
- Any DBAs or trade names the business goes by
- The mailing and physical address for the business
- An email address and phone number for the business
- The authorized contact for the business
- The type of sales the business will make and the type of products being sold
Along with the information above, you’ll need to provide the name of the person filing the application on behalf of the business. You’ll also need to disclose specifics on your sales if they fall into various categories, including things like alcohol, tobacco, and some electronics.
Step 3. Complete your Streamlined Sales Tax Certificate of Exemption
After registering an online account and obtaining your Wyoming Sales/Use Tax License, you’ll get a sales tax ID that you’ll use to fill out the Streamlined Sales Tax Certificate of Exemption. This is the generic resale certificate form you’ll use with vendors and sellers when buying goods you intend to resell.
As with your tax license, you’ll need to provide information about your business:
- Business name and address
- Your Wyoming sales tax ID
- Description of goods being purchased
- Signature and date
Note that your Streamlined Sales Tax Certificate of Exemption must be completed without mistakes in order for you to pay no taxes on the goods you’re buying to resell. If you do not know or remember your Wyoming sales tax ID, you can use your business’s EIN.
